PUBLIC NOTICE – REQUEST FOR PROPOSALS (RFP)

The Humphreys County Government is requesting sealed proposals from qualified firms for the development of a Countywide Strategic Plan.  Proposal specifications, requirements, and submission instructions may be obtained from the Humphreys County Executive’s Office, located at 102 Thompson Street, Room 1, Waverly, TN 37185, during normal business hours, by calling (931) 296-7795, or by email at ahoran@humphreyscountytn.gov. Sealed proposals must be clearly marked: “Strategic Plan Proposal” and delivered to the Humphreys County Executive’s Office no later than: May 29, 2026 at 2:00 PM (local time) at which time all proposals will be publicly opened. Proposals will be evaluated based on qualifications, experience, approach, and cost. Award will be made to the firm deemed to provide the best overall value to the County. Humphreys County reserves the right to reject any and all proposals and to accept the proposal deemed to be in the best interest of the County. Separate sealed bids for 2024 CDBG New Johnsonville Collection System Improvements for installing a new section of gravity sewer to abandon a problematic section and the installation of CIPP lining in several sections of gravity sewer will be received by the City of New Johnsonville at the office of Johnsonville City Hall; 323 Long Street, New Johnsonville, TN 37134 until 2:00 o'clock P.M., C.S.T. May 27th, 2026, and then at said office publicly opened and read aloud. A Mandatory Pre-Bid meeting will be held at the New Johnsonville City Hall; 323 Long Street, New Johnsonville, TN 37134 at 2:00 o'clock P.M., C.S.T May 13th, 2026.

The Information for Bidders, Form of Bid, Form of Contract, Plans, Specifications, and Forms of Bid Bond, Performance and Payment Bond, and other contract documents may be examined at the following:

Online at ryeengineering.com or at the Issuing Office, Monday through Friday between the hours of 8:30 am - 4:00 pm and may obtain copies of the Bidding Documents as described below.

Copies may be obtained at the office of Rye Engineering, PLC located at 4210 West Main Street, Erin, TN 37061 upon payment of $100.00 for each set. Any unsuccessful bidder, upon returning each set promptly and in good condition, will be refunded his payment, and any non-bidder upon so returning such a set will be refunded $100.00.

The owner reserves the right to waive any informalities or to reject any or all bids.

Each bidder must deposit with his bid, security in the amount, form and subject to the conditions provided in the Information for Bidders.

All bidders must be licensed General Contractors as required by the Contractor's Licensing Act of 1994 of the General Assembly of the State of Tennessee, and qualified for the type of construction being bid upon.

Attention of bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the contract, Section 3, Segregated Facility, Section 109 and E.O. 11246.

No bidder may withdraw his bid within 60 days after the actual date of the opening thereof.

Notice is hereby given that on the 20^th day of April, 2026 Letters of Administration in respect to the Estate of FRANCES LEAH OBERLIN STEPHENS, deceased, who died on March 9, 2026, were issued to the Administrator, by the Chancery Court of Humphreys County, Tennessee.

All persons, resident and non-resident, having claims, matured or un-matured, against the estate are required to file the same with the Clerk of the above named Court on or before the earlier of the dates prescribed in (1) or (2). Otherwise their claims will forever be barred:

(1) (A) Four (4) months from the date of the first publication (or posting, as the case may be) of this Notice if the creditor received an actual copy of this Notice to Creditors at least sixty (60) days before date that is four (4) months from the date of the first publication (or posting); or

    (B) Sixty (60) days from the date of the creditor received an actual copy of the Notice to Creditors, if the creditor received a copy of the Notice less than sixty (60) days prior to the date that is four (4) months from the date of the first publication (or posting) as described in (1)(A); or

(2) Twelve (12) months from the decedent’s date of death.
