Notice is hereby given that on the 27th day of August, 2026 Letters of Testamentary in respect to the Estate of MOODY L. ANDERSON, deceased, who died on August 23, 2026, were issued to the Executrix by the Chancery Court of Humphreys County, Tennessee.

All persons, resident and non-resident, having claims, matured or un-matured, against the estate are required to file the same with the Clerk of the above named Court on or before the earlier of the dates prescribed in (1) or (2). Otherwise their claims will forever be barred:

General Notice

Humphreys County Utility District (Owner) is requesting Bids for the construction of the following Project:

2” Natural Gas Line Relocation on Bold Springs Road Over Blue Creek

Bids for the construction of the Project will be received by the Owner at the Humphreys County Utility District office located at 1311 US-70 West, P.O. Box 519, Waverly, Tennessee 37185, until Thursday,  September 24, 2026 at 10:00 AM local time. At that time, the Bids received will be publicly opened and read.

The Project includes the following Work: furnishing and paying for all materials, labor, tools, services, and equipment to construct approximately 663 LF of 2” high pressure steel natural gas distribution line and other appurtenances complete in every detail and ready for the beneficial use by Humphreys County Utility District (HCUD) as specified in the Project Manual and/or indicated in the contract drawings. This contract will consist generally of, but shall not be limited to, the following items: erosion control including compliance with the existing ARAP, traffic control, construction of natural gas distribution line by open cut method and by bore/HDD method under Blue Creek, fittings, testing, coordination with the Owner, property owners, and other contractors on site, purging and removal or retirement of existing lines as indicated in the drawings and directed by the Owner, surveying, layout, finish grading, respreading topsoil, and site cleanup. Project shall also include all costs of clearing rights-of-way and easements as required to construct the natural gas pipeline.

Bids are requested for the following Contract: 2” Natural Gas Line Relocation on Bold Springs Road over Blue Creek.

A hard copy may be obtained at the office of James + Associates at the above address, upon payment of $200 for each set.  Any unsuccessful bidder and any non-bidder, upon returning each set promptly, within fifteen (15) days after bid opening and in good condition, will be refunded their payment, less $100.  No deposits shall be returned after the allotted time.  The successful bidder’s deposit is prepayment for construction documents and will not be returned.  Checks should be made payable to James + Associates.

Pre-bid Conference

There will be no pre-bid conference.

Instructions to Bidders

For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. Each bidder must deposit with his bid, security in the amount, form, and subject to the conditions provided in the Instructions to Bidders and other bidding documents. Any bid received after the scheduled closing time for receipt of bids will be returned to the bidder unopened.  Bids will be required to remain open for acceptance or rejection for sixty (60) calendar days after the date of opening bids. THE RIGHT TO REJECT ANY OR ALL BIDS AND TO WAIVE TECHNICALITIES IS RESERVED BY THE OWNER.

ANY BID SUBMITTED WITHOUT PRE-QUALIFICATION WILL RESULT IN THE CONTRACTOR’S IMMEDIATE DISQUALIFICATION FROM THE BIDDING PROCESS.

All Bidders must be licensed Contractors as required by the Contractor's Licensing Act of 1976, ITCA Title 62, Chapter 6. No bid will be opened unless the sealed envelope containing the bid provides the contractor's license number, date of license expiration, and that part of the contractor's classification applying to the bid. In the case of joint ventures, this information must be provided by all parties submitting the bid.

No award of any contract will be made to any firm or individual that is currently debarred by the State of Tennessee or the Federal Highway Administration.
